No license required, though a degree in nuclear physics helps. Since it has no chocolate parts, I doubt Winky would be interested in it.

Nuclear fusion does not produce radiation like fission does. I can assure you it’s perfectly safe.

The radioactive kind? I would advise against consuming them, or at least limiting your exposure to them.
