This one is a bit obscure. In English, we use the phrase “butter up” to mean doing something nice for someone or praising someone in order to get something in return. The implied joke is that Twink told Fraz that he should butter up Chris before asking for the new video game. But Fraz didn’t know what “butter up” meant and took it literally and started spreading butter on an unsuspecting Chris.
